While I can agree with the thought that we have not yet entered the new
millenium, we have definitely left the '90s. Of course on another angle, we
almost surely have entered the new millenium (I have heard anywhere from 3
to 6 BC for the actual YOB of Jesus). I am actually willing however to
subscribe to the idea that we are indeed in the new millenium since our
calendar is arbitrary anywise, why not make life easier and just state that
new decades start on an xxx0 year, new centuries start on an xx00 year, and
new millenia start on an x000 year.
As for counting from 0 or 1, it depends. If I'm counting memory addresses,
or offsets into a structure or array, I start at 0. If I'm counting the
number of something I have I start at 1.
