I think the answer is painfully obvious.
No country, esp. now that the preemptive nuclear bar has been raised -- but not
even then when the means to enforce sovereignty might be at stake, can afford to
allow other countries to believe they are essentially defenseless.
When a country has no defenses it might be invaded and occupied.
