Anoraks are indeed a warm jacket.
As such, they are commonly worn by Train Spotters - who spend all day on cold station platforms waiting to note down
train numbers (geez, that must be exciting).
Hence Anorak being used as a term to describe someone with a hobby which is perceived by others to be a bit obsessive,
and by their standards dull and boring.
