Almost right. :-) Target probably gave the AP photographer permission to take photos for a holiday story with the stipulation that they get to prescreen the photos (and possibly keep copies) before giving the approval to run them. (...) The person in the photo is likely to be William Swanberg. The photo credit date (Nov 16th) and the location (Portland, OR) match pretty close to when and where he was arrested. I'm not sure who keeps track of this sort of thing, but almost all Lego at amazon.com is 25% off. This includes some big sets, like ISD and the technic mobile crane (8421) and also some sets that I haven't even seen yet on SAH, like the Ferrari (...)
