Almost right. :-) Target probably gave the AP photographer permission to take
photos for a holiday story with the stipulation that they get to prescreen the
photos (and possibly keep copies) before giving the approval to run them. And
*that* is when they realized the photographer had captured something valuable.
This would explain the fact that the shot was taken the 17th and he was
apprehended the early morning of the 18th. And the date of the story wouldn't
matter.
