Ok, so I was not tripping last night when I looked at the photo.  I just did a
side-by-side comparison about the same time you did and YES, IT IS HIM (In my
opinion anyway).  In all likely hood Target security and the police probably
tipped off the local press, since they had tracked him to Portland and were
waiting for him there. Somehow, the photo was picked up by the AP wire service
and used for another story. I really tried to give him the benefit of the
doubt.
Now that is taking this to a new level and the story will not die.

Actually I bet the AP story was legit, and after it ran the Target
security folks realized they finally had a good picture of him.  I bet
previously he was good at avoiding giving the Target security cameras
a good look at his face, and Target knew someone was ripping them off
but not who.  After that AP photographer took that picture and the
story ran, they compared it with the records of purchases at that
store and realized he was the guy.  So then they knew who to watch
for, and busted him shortly afterward.  I think that scenario is more
likely than the one you describe.

Almost right. :-) Target probably gave the AP photographer permission to take
photos for a holiday story with the stipulation that they get to prescreen the
photos (and possibly keep copies) before giving the approval to run them.  And
*that* is when they realized the photographer had captured something valuable.
This would explain the fact that the shot was taken the 17th and he was
apprehended the early morning of the 18th.  And the date of the story wouldn't
matter.
