Hi Deidre,

Being an ex stamp collector like yourself, I've wondered what happens when you use
a postage stamp that was released prior to the introduction of the GST, ie., there
wasn't any difference between domestic and international stamps then. I've got
sheets of stamps that haven't increased in collectable value and now wonder if I
can use them for overseas postage?

As far as I'm aware there is no distinction between pre and post GST
domestic stamps, so after the new cut off date (March 4th) you'd still have
to put an extra 10% postage on for international mail using old domestic
stamps.  You can exchange domestic for international stamps of equivalent
face value up until the cut-off date, but there is a limit ($45 worth).  I'm
not sure if this limit is per transaction or whether they want 100 points ID
and make you sign in blood that you're not going to go to the PO in the next
suburb and do it again :)  Failing that, send lots of international mail in
the next 3 weeks!!

I can see that it would be impractical for Aus Post to distinguish between
old and new domestic stamps.  Also, the basic postage rate didn't increase
with the GST, a combination of Aus Post passing on GST related savings and
partial absorbtion of the GST if I recall correctly.  So I guess it all
evens out in the end, and the 7 month transition period seems more than
fair.  It probably wouldn't have hurt to have a bit more publicity about it
though!
