I believe that LEGO Direct wants to "own" the accounts wherever they choose
to sell the shirts through (i.e., they keep the password to the account and
they receive all the cheques at their own mailing address). That way, (1)
they know all the accounting figures, and (2) it's clear from a legal
standpoint that they're still in charge of their intellectual property.
There may be other reasons. I'd be surprised if they gave a green light
to people to set up their own accounts at CafePress.com (or wherever) and
start selling LEGO-branded shirts.
I don't know how they plan to collect submissions or narrow them down. I
imagine they'll set up an email address or take submissions via this
newsgroup.
