I have one that I would have to guess is very rare.  I still can't fathom • why
they made it:

2 clear 2x2 base plates joined with a plastic tether about 4 studs long.
These are not plates, but base plates.

Anyone know where they came from?  I got them in a 40+ lb. lot I bought a
while back.

They are single-piece, flexible 'hinges' from the '70s (estimation), to
couple vehicles.

If what you are describing is what I think it is, it was made starting as
early as 1961 for the early LEGO wheels (red 2x2 or 4x4 wheels with grey
rubber and white 2x4 wheel housings).  And the piece is not really clear, but
a combination of clear and white, a sort of milky translusent white.  These
pieces had a thin "thread" that connected the two 2x2 "plates without an
underneath connector".  I have a few of these.  I remember as a child we used
them to connect train cars  to each other.  Not sure when they stopped making
these (maybe when red wheels with grey rubber and white housings were replaced
with red wheels with black rubber and black housings in the early 70's?).

Here is a picture of the piece (from a 1963 Samsonite US parts pack list).  It is
from the Bill Katz/Joe Lauher website, and the the piece is pictured in the bottom
right corner as part of the wheels parts pack (the piece on the far right):
