Nice idea, but I doubt very much that it would have any success. First
of all, there are many (probably more than you think) people who buy LEGO
just for the sets that come with instructions. They just want play sets
and/or the fun of building something from instructions. Some of those
people graduate to building creations from instructions they find on the
web or elsewhere, others build their own MOCs.
Secondly, without a steady stream of sets from TLG, new part
development would slow and possibly come to a complete stop. Without new
sets, why would there be a need for new parts?
Probably the only thjing close to what you imagine is the bulk
quantities of LEGO professional artists and master builders get. This
sometimes includes specialized pieces and rare colors. I've read about
artists getting LEGO directly from TLG (like the guy who built the
concentration camps)--has anyone ever tried this approach?
