The tyres are different, they just use the same rim size. The bigger tyres,
apart from being in many Technic sets, are found in this classic space set:
mobile rocket transport.

The smaller tyres are the ones on the front end loader just mentioned, and
on that small buggy for example.

And there's an even smaller and more common tyre for the same rim size, used
for some vehicles in town sets, and usually landing wheel for technic
helicopters and airplanes.
