6399 is an Airport Shuttle. It has a hamburger stand and people with
hair and "town torsos". Trees and park benches and street lights. It's
a town set. To me, it's more a town set than it is a monorail set,
really. "Town" defines it.
6990 and 6991 has folks standing around in space suits, and large
transparent quarter domes. Walkie-talkies and space vehicles. A
baseplate decorated with craters. They're space sets.
Even the monorail "trains" are vastly different between the town and
space models.
The number of common elements is very very small. To me, your argument
is akin to arguing that every set that has a 2x4 brick in it (and this
is actually somewhat rare in the themed sets) is actually a BASIC or
Freestyle set, just because of a form of element that's included.
TLG tried something like what you propose with the Light and Sound sets.
Folks would still rather classify them in the appropriate product
lines, under appropriate themes, rather than as a product line or theme
of their own.
TLG followed common sense when it came to the monorail sets. They
defied it when it came to Light and Sound, IMHO.
They seem to be leaning this way more now, with the "absorbtion" of
floating boats into the Town System proper.
