Space Boy jumpin' in here... To me, the monorail sets definitely fall into
"Space" and "Town" as themes (systems) because of their numberings and
because of their constituent elements. IMM (in my mind), Monorail sets
don't transcend themes because they're just general-use parts like
baseplates or bricks. (And hey, those stanchions appear in zillions of
other sets.) But maybe it's more from the observation that the
Unitron/Space mind-label "pulls" more than the Monorail mind-label for Space
nuts.
Hey, how come Trains isn't a theme inside the Town system? (Philosophically
speaking, rather than from-the-numbers.)

Baffled by that one too. Wonder if it was a limited-release.

Next week I want to talk about the subject of an all-encompassing theme
taxonomy tree/graph over in the .database ng -- it'll allow us all to make
designations that 6399 is both a Town set and a Monorail set, and that 6991
is both a Space/Unitron set and a Monorail set. We'll be able to have
official as well as unofficial labels and sub-categories, so that, for
example, we can separate the Egypt/desert Adventurer sets from the
Amazon/jungle Adventurer sets even though they don't yet have official theme
names in the Adventurers system (note that they do have different logos
already). We'll also be able to handle oddities like 6816 (which is really
a UFO set but incorrectly says Exploriens on the U.S. polybag and correctly
says U.F.O. on the non-U.S. boxed version 6800) and 6199 (which is 95% a
Hydronauts set and 5% a Stingrays set but says Stingrays on the box). But
more on all that later.
