Matt, I think your right on the order of things, I bought LEGO Island soon
after it first came out and it had the mail-in offer in it. A while later I
started seeing the boxes labeled "Minifig Inside". Later I started seeing the
ones labeled "Free Comic Included", if fact a local TRU still has some of these
with the comic at about $10 each. I do remember that the mail-in offer had an
expiration date on it also, so I believe that the minifig was a "reward" for
buying early...
