I achieved the mist effect by brightening up a picture I had of some storm
clouds. I then used the rubber stamp to airbrush them on in different
opacities and on different levels. A few months ago I posted a
mini-tutorial on how to use the rubber stamp tool. You can look at it here:

The ship was starting to get into some Level 2 Mist (1) at the end there, so
that's why it's so dense.
