My intepretation of this statement is that LDraw.org will not maintain the file
format. Rather, a separate group (I believe the LSC) will be in charge of the
file format.
As I understand it, LDraw.org is mostly a distribution and community center for
virtual brick building, while another group (the stewardship mentioned) will be
the technical arm overseeing the LDraw file format. I don't mind keeping them
separate: some people are technically oriented, some are community oriented.
This lets more people use their talents to their fullest without having to
involve themselves in areas outside their expertise. I, having no expertise,
just competence, am glad to just contribute.
I'm curious to the last statement:

LEGO Digital Designer (LDD) has been out for a while now, but there has been no
mention of it on the LDraw.org homepage. Likewise, other parts libraries are
now under development, but no mention of it on the homepage (where potential
contributors may be checking to see if there is something they could be working
on).
I'm wondering what the level of adaptation/respondance will be. Will it be
mentions on the news/home page (a blurb about LDD, or a call for POV-RAY part
authors, for example), or full-out support for other CAD formats (LXF, or a
POV-RAY only parts library hosted on LDraw.org's server)? Or is adaptation mean
that the LDraw system will adapt to take advantage of other software (like L3P
using the existing POV-RAY)?
I'm just wondering. I don't have a strong opinion on the matter, but I'd like
some clarification on what this statement intends.
Otherwise, the purposes look fine by me. My two cents are spent.

The LSC is a group of people elected by the LDraw community and sponsored by LDraw.org to be responsible for this maintenance. The central resource for the file format is (...)
