I'm not sure the details of how LDraw maintains and develops the format
should really go in the "Propose" of the org. Wouldn't it suffice to
say:
+ develop and maintain the LDraw format.

| Its been a while since the organization meta-discussion that was contained within the LSC proposal threads. Since then, I've been working off-and-on on a bylaws draft that's quite lengthy, and sending it to the ad-hoc organizing committee for (...)
