These files don't work as primitives. A primitive file should be either
a geometric construction (like an arc, disc, cylinder, etc) or a
lego-centric feature that is likely to be reused among a large number of
different files (like studs, clips, axle holes).
My guideline for determining if a file belongs in /parts/ is that it
should fit one of these descriptions:
1. It models a complete physical part from LEGO, whether LEGO delivers
it as an individual part (like a 2x4 brick) or as part of an assembled
element (like motors, classic plate hinges, shock absorbers, etc).
2. A model-builder might need to work with the file directly. That is,
someone creating a model out of parts might need to position the file,
or change its color.
The flexible part segments fit usage #2.
