Well, I don't play with server settings, and AFAIK it shouldn't be
restricted. But the URL is not intended to be public (so it can't be
misconstrued as an official resource) - it is there so that it can be edited
and eventually published. Sproat has been talking to me about that recently
:) I'm not gonna touch it because of 1) time and 2) I'm not a parts author.
In short, you should in theory be able to make it there.
