For LEGO Cad stuff, LDraw is somewhat the standard among AFOLs.
I can recommend MLCad if you're working on a windows platform, it's a LDraw
compatible program.
A lot of info about CAD programs for LEGO can be found at
http://www.ldraw.org/ You can also find pointers to other websites and
download software there.
