Lego's never had another kind of ribbed hose (or if they did, I never saw it).
So, yes, LDraw part 78 models the 'modern' ribbed hose.
Since neither post provided specifics of any problem with the hose, I played
around with it myself to see what was up.
Basically, the problem is that the inner tube is too small to work with Technic
pins (and possibly other parts that can be inserted in the tube; I just tried
pins). This code shows the problem:
1 8 0 0 0 1 0 0 0 1 0 0 0 1 78.dat
1 4 -60 0 0 1 0 0 0 1 0 0 0 1 4459.dat
I don't know which part is modelled inaccurately; possibly both are incorrect
(but close to accurate). But the two parts don't fit together very well.
Asthetically, it appears that the 'ribs' are too narrow in 78.dat. The ribs
should be slightly wider than the gaps between the ribs, enough so that two
pieces of ribbed tube cannot mesh together.
If someone wants to improve the accuracy/appearance of the current files, that
would great.

| (...) Hi Misha, I actually think that the offical LDraw parts for ribbed hose, are not for the kind of rib hosed we get currently. I would love to see parts that are really made for the modern rib hosed. Kevin (20 years ago, 19-Dec-04, to lugnet.cad)
