We could, but I'd rather not; this is an exceptional case. In general
circumstances, we'd consider x170c01.dat to be broken.
It'd be nice if there was an easier way to tell the tracker about groups of
files that need to be released together. But then we'd have to maintain those
links, and in some cases (where large numbers of files are involved), it would
make releasing the parts just that much harder...

Nope. That wouldn't fix it. You could submit an updated x170c01. That would
resolve the current situation.
