What critera are used to determine if a robot is a mech or not?  Does it have
to be used for war?  Does it have to be big?  Does it have to be humanoid?  Is
a Throwbot a kind of mech (they are big compared to minifigs, they have
battles, and most are humanoid)?

If you've never watched any, you're missing out!  Go to your local video
stores and look in the foreign/anime section for Macross, Gundam, Pat Labor,
Evangelion etc. etc.

There aren't really any hard and fast rules, but: (...) No, the Labors in PatLabor were used for all kinds of civil tasks. (...)
