(...) Since you don't live in the US, you probably don't know that Qwest is a fairly large ISP. This means that the person abusing your voting system is probably a customer of Qwest. Another quick search yielded this email address to thier abuse (...) (23 years ago, 13-Jan-04, to lugnet.adventurers, lugnet.general)
