General charter clarification about what sort of marketing is allowed in
groups not in the market hierarchy:
A suggestion has been made more than once that this be made more explicit.
The current overall LUGNET charter is clear about auctions. It forbids
auction announcements anywhere except in market.auction.
It howevever does not either forbid, or allow, posting non auction sales
announcements in groups not in the market hierarchy. There is an informal
convention in place in many groups that such announcements are not welcome.
There is also an informal convention in place in some local groups (loc.au
for instance, I believe) that they specifically are.
Codify these conventions, where appropriate and make explicit what is now
implicit.
