Is cross-posting creating problems? If it is, we could set the "can't
crosspost to" bit on .org.ca.rtltoronto, which would mediate the amount
of leakage into and from other groups. I don't know if that's actually
been a problem for you, but please let me know if you think it would help
things.
Since .rtltornoto is in the .org hierarchy, you can basically set your own
rules as to what's conventional and what appropriate in the group, so long
as LUGNET's Terms of Use are minded. If people are breaking the ToU left
and right, then that's obviously a problem, and my first wish would be that
the group could self-police.

I don't think regime change is the answer. I think the system is broken,
rather than those serving under it. Something here is bringing out the
worst in everyone recently. Some improvements have been suggested and
are under serious consideration, but those do not include booting out
members of the admin team.
To me, Chris's attempt was also a very personal attack, one which I hope
that he, in time, finds the inner strength to apologize for. I don't
expect you to necessarily agree, but in my experience, postures such as
Chris's are more harmful in the long run than helpful. I don't believe
that Chris's intention was to inflict LUGNET with a wound, but I do feel
the wound and I don't think it will truly heal without Chris's help.

Without getting into peoples' names or positions, what problem are we
seeking to solve? I mean in the big picture, not just events of the past
three days.
