I haven't seen anything that says "Futbol" in the catalog, and frankly, I don't think Lego would be dumb enough to refer to the soccer sets this way in the US. It would create way to much confusion. Logically speaking, that conclusion doesn't follow.[1] Something being in 63xx-66xx means that it definitely is Town, but something not being 63xx-66xx doesn't necessarily mean that it's not Town. My 2 cents about the Lego system/theme controversy... In the 60s, there were no themes, and all Lego toys (I think) were called Lego System (of play).
