| Ok folks, here we go, the official rules for Trash Wars, one of the Mindstorms events that will be held at Brickworld (June 19-22, Wheeling, IL). | (...) I've seen similar with the older serial tower. In my case all the diagnostics say the tower is working, but no program written on the lego software will download. | There are devices sold by Radio Shack/Future Shop/etc called (i think) "remote extenders". Basically, they have 2 pieces. 1 is an infrared receiver and radio transmitter, and the other is a radio reciever and ir transmitter. I think they are one-way (...) | For PC to RCX communication, I've made a program called the Real-Time Interface. Lets you basically control your Mindstorm unit in a few ways including via Joystick. | You may check out javastorms at www.javastroms.org. The project seem to be abandoned, but the code is available. Basically it does what you aim for so it should be a good starting point.
