I noticed that too. I didn't mind the Jar Jars.. I think he looks kinda cool! and I think this is a first for Lego.. to build a head that isn't round at least in minfigs, I would like to see more head's made this way. Granted it's a one use piece..   Missing Letters in Lego unvierse?

(...) The figs in miniland are not minifigs. Really. Miniland scale is quite a bit bigger than minifig scale. A fig is about 6-8 bricks high and is built from individual parts. I agree, it probably was just a scrunch to save space[1] but it's still kind of humorous.   Blacktron II & Crusaders minifigs -- whole or parts?
 
If I happened to have a few Blacktron II and Crusaders lion minifigs up for sale in a parts auction, would people want to buy them as complete minifigs (helmet, head, torso, legs) or as separate parts (mainly I guess so that they could get just the (...)
