I doubt that the pulley gear with the rubber insert is meant for slipping. I think it's rather the opposite - provide a firm grip on an axle so that it won't slip sideways. I was at my local Wal Mart and happened to stumble across a 4980 Rock Raiders Tunnel Transport for... $20!!!
