My experience with kid play areas on one of my LEGO layouts at a train show was
that I let the kids touch or modify any moveable portion of the entire layout -
small layout of course. The kids were allowed to play as long as the parents
were in attendance. If they got carried away, I asked the parents to carry
them away. It was mostly an honor system, and it worked well in a small layout
format.
