The sign was probably re-painted. There is some amount of turnover of
these (groups get all charged up to do the work, and then the dedicated
folks leave the group or whatever), so in all likelyhood, the sign has
been repainted. The lighting just happened to be right so your camera
saw the difference in the greens though they might not be visibly
different (remember, it is absolutely impossible to duplicate the
response curve of the eye [and of course it's different from person to
person], so things can end up looking different in a picture than in
real life).

And to answer earlier questions, no it doesn't cost anything but ones time
to clean 3 miles of road way.

3 miles? Wow! In North Carolina I think it's one mile. Something like 3
or 4 times a year.
