Yes but you can run a 4.5 volt on a 9v track. You could even

Actually, without modification you cannot put the 12v power rails in the middle
of the 9v track. I tried it. I had to file down some plastic off the inside of
the 12v power rails so they would connect to the 9v rails. The problem is that
the 9v rails have sleepers/ties where the 12v rails don't. Also, the 12v and
4.5v wheels bang against the 9v power connectors.
