Yes you can use most of you rolling stock on both kind of tracks.
You may have some problems with 12V wheels on 9V tracks, but I have solved
that by using bismuth in bricks (I will have some more about that on my
homepage in 2 weeks).
Lego bricks are compatible, so there is no problem with using the parts at
all!
The 12V motor can be directly replaced, the 4.5 will require a few extrax
bricks.
About electric systems:
With some wires you can use a 12V motor and ligthbricks. You will then have
to use a empty 9V motor to pick up the electricity, of a batterybox.
You can use 2 4.5V light bricks i serial, that will do, but never motor in
serial, not 4.5V lightbricks or motors to 9V alone.
