They don't have faces. This part is used to make the dummy truck at the
unpowered end of the Metroliner. Look at the brickshelf instruction scan, it
should clear it up.
Many older 9V sets use a similar design for the dummy truck... for example
4551, 4564, etc.
And who am I to argue, I used a similar (but not copied, I chose to make my
truck one stud longer) design in my PCC...
Fortunately the Sith Infiltrator has 3 of these heads, they used to be quite
rare before that.
