Paul,

While I don't have a permanent layout, I've got a mobile
one that goes on the floor at any time.  You're probably
referring to people that have permanent layouts and tracks
in position, so I guess I'm not one of them, but I can
access my train stuff anytime, anywhere, and that's fine
by me (until my sons get older).

Not all my track (9v) is put away all the time - some
points and sidings exist on bookshelves, kitchen table,
attic horizontal spaces, etc.  I fiddle with contraptions
and ideas all the time without building an entire layout.
