I'd even drop that requirement unless you're giving it as a gift, or want the
one stop shopping aspect... Curved track and speed regulators can be had very
cheaply on BrickLink so you can get by with something that doesn't have them.

That's good advice indeed! Or even get one that has good parts and build what
you want out of it.
