Interesting.  So...how to deal with the new plates...

Actually, I have been noticing in "real-life" how roads with pavement over a
year or two old tends to be sunbleached to a light gray similar to the old
style Lego plates.  Only the newest of pavement tends to be black.  (At
least that's how it looks around New England.)  Based on this, it would not
be unreasonable to mix the old and new plates in a Lego layout, provided
that each individual road is one color or the other.  Perhaps you could even
set up a construction scene where old meets new, implying an ongoing
re-paving project.

The other option would be for someone to set up a road plate barter where
people trade new ones for old ones.  The new ones are attractive for color
and for wider vehicles.  The old ones are attractive because the older they
are, the more building studs they offer.
