I tend to look for variety in my Town. With too many houses, there is no
room left over for other types of structures, and as Larry said, houses tend
to be boring (Just paraphrasing ;-) )
Personally, I have about 10 houses of different styles and a six-block
apartement building to support a city of over 1600 minifigs (Probably closer
to 1800) so I guess they share housing or commute from neibouring cities.
