Mike,
The paddle wheel is a european-only pre-technic gear. From the same series
are the milky-white axles and red bushings. They are listed on Technica:

The tyres look like an early version of the 3634. You could probably make a
modern substitute with red 3482's & 3634 tyres.
Note that the 1x2 bricks holding the axles aren't modern 1x2 technic bricks.
The top arch is thinner & there is no inner tube. You can see through the
brick on step 11.

| (...) You should add the humble 1x4 plate. It's my favourite part for different variant's, I'm sure there's at least four, maybe six. You could look at 24t Technic gears as well. They're also a good source. Steve (23 years ago, 6-Apr-02, to lugnet.technic)
