Depends on where you are. I'll confess I don't know too much about anywhere
that isn't North America, to start with.
East coast USA tends to get them first, sometimes as early as mid-november,
sometimes later, but pretty much always before Christmas. They spread
across the middle states randomly, until about 2 weeks later, when just
about everywhere has them, and they hit the west coast. Canada tends to
follow the US pattern, but runs about a week or so later.
