Well, The axles don't have to range freely across the board, so if you're
willing to GLUE them to axle connectors, you could make them any length
you want, but the range would be limited by the longest axle. (12 LU I think)

But how are you going to put them through the minifig torsos!!!!

I probably won't ever do this (too expensive and time-consuming) but I thought
it would be fun to think about.

Drilling holes in the torsos would probably work (eek! :-), if you've seen the
experiments that Paul Gyugyi did with his Hexatron figs (sorry, I don't have a
link handy, but basically it was Blacktron I figs with four arms).  I suppose
no matter what is used, it would have to be glued, 'cause people really hack
on Foosball I think.  :-)  And if you're using glue, you might as well drill,
unless there's a good way to avoid that.  Dunno -- good question.  :-)  I
guess you'd hafta also figure out a way for the minifig legs not to bend.
