   I use Photoshop as well so... When you save as a 640x480 jpeg using a compression of 5, it usually makes the file size 50-80k depending on how busy the picture is. However when using a compression of 10 it makes an image 200-300k with very little (if any noticable) gain in picture quality. Personally I would consider a 640x480 image in the 50-80k range “optimal viewing”. If it is impossible to keep the resolution size 640x480 then try to make the file size as small as possible.

That is something that is dependent on the complexity of the image. Large areas of color can be compressed without a problem, but if you have a complex pattern, you could have rastering probs. Lego photos tend to be in the middle of that spectrum, with broad areas and small stud textures. My compression setting is at 8. I try to keep my graphic size at 7 or so inches wide
  
Okay...so where is the command where you can change the compression from 10 to 5??

When you save a file as a JPEG, you should get a window that gives you a slider to change compression level. That’s where you change the settings.
