LEGO has said (through the voice of Brad Justus) that there is no
contractual restriction in the Star Wars license; it's just good
marketing sense to not detract from the Star Wars market share by
introducing competing sets.
The cost of producing licensed products is probably based on a large
fixed fee plus a small per-item royalty. So to recoup that large fee
they need to sell a lot of volume. They don't want customers who
might be buying Star Wars ships are buying non-licensed ships instead.
They don't want Grandmas buying the non-SW space sets, thinking they
are getting little Johnny the SW item he wants, and then complaining
to TLC about it.
Once the SW license is over (after movie #3 probably) then we can
start realistically demanding non-SW space sets. But until then, it
would be a bad marketing move for TLC to introduce any.
