I should think we would want "one vote per category from each competitor"
disallowing votes for one's own entries. That is to say, multiple votes from
each competitor. Make at least one entry and you are *in* the voting circle.

I like that.

Just to clarify... I'm reading this as:
  IF you enter the contest (one or more entries)
  THEN you get one vote in each category, regardless of whether
    you entered that particular category and regardless of how
    many entries you made overall
  AND you cannot use any of those votes on your own creations

If so, I like that too.

Maybe we should limit competitors to one entry per category?

I do not think so. If someone wants to compete against himself/herself, they
can.
