Here is my ruling on question 1:
CAD elements can be in any plausible colour that LEGO would use. This means
that if it is reasonable that LEGO would have made a piece in a certain
colour whether they have or not, the element can be used. E.G. A 32x32
baseplate in trans-yellow will not be accepted. I will rule on a case by
case basis if anyone has objections to an entry, but please keep it within
the spirit of the contest. (That goes for both designers and those who raise
objections)

Here we go for number 2:
You can do what you want here but remember, beauty is in the eye of the
beholder. This will be judged by those who vote. Do not forget that all
entries must obey the laws of physics.
