If you download the packages you can install from the previously downloaded
packages without ever having to go to a mirror.  In theory, at least, you
shouldn't have to go back to the web unless you want a newer version of one or
more of the packages you previously downloaded.

Also, try to get the cygwin bin directory ahead of the windows directories on
your path.  Check your config.sys and autoexec.bat files to see where your path
is getting set and you should be able to rearrange things to get it with
c:\cygwin\bin as the first directory on your path.

Adding a

set PATH=c:\cygwin\bin;%PATH%

at the end of your autoexec.bat file may be all you need.  Or you may need to
edit the dosstart.bat in c:\windows (or c:\windows\system).

Make sure you don't have any cygwin1.dll files lying around in odd places.
Perhaps you have an older version in your windows or windows\system directory.

If I were you, before I reinstalled (for the 5th time) I would run the cygwin
uninstaller from the Add/Remove Programs dialog in the Control Panel.  Then I
would completely delete the c:\cygwin directory tree.  I'd use RegEdit and look
for any keys that refer to cygwin and delete them if any exist.  I'd search my
hard drive for any signs of cygwin and delete all that I find.  I'd empty the
recycling bin.  I would reboot.  Then I would attempt to install from scratch
(using previously downloaded packages if they are available).  And I would
install exactly those packages listed in my instructions.

I am going to install the latest cygwin to see if it breaks anything on my
machine.
