You must be dealing with a different release of the battery pack than I am,
since the only portion of the US instructions that mentions numbers states the
output of the battery pack (10VAC, 7VA) and the approximate charge time (4
hours).  There is no mention at all of what type of power adapter you should
use.

The US NXT power adapter box offers the same number (10VAC, 7VA), but the power
adapter itself (ONTOP Transformer For Toy) lists slightly different numbers
(10.8VAC, 700mA, 8W).  The instructions only specify that it's to be used for
LEGO products ranging from 9-12VAC, and that it's not intended for use by
children under 7 years of age.

As I understand it, you can power the NXT via the adapter when it's plugged into
an attached battery pack, but running heavy motor loads will gradually reduce
the battery power until the point when it needs to be swapped out to continue.
The lower the voltage your adapter supplies, the faster this process should
happen, so using a 9VAC train adapter will reduce the runtime of an AC-powered
NXT over what you'd get with the 10VAC NXT adapter.  The spec on the US NXT
adapter suggests that they built in and tested a range of variance for power
supplies, but you will always get reduced performance with a pack that provides
less power.  On the flip side, you'll potentially reduce the life of a devide if
you over-power it (especially LEDs), but since this is the power adapter that's
sold as part of the NXT line, it's the one that they determined to be the
correct amount of power.
