It sounds like you have some kind of short in your L293B/D circuit. Do you have any single chips you can try separately? Ihave solder two l293 (one D y one B) togethers .If i push that in the board , the battery go off in 60 seconds!!!! i'm sure they do, but the memory effect can be fixed and can be used to your advantage in some cases... you may want to talk to people all a local hobby store... esp. if they have a track.... i never learned the memory stuff, being into gas trucks, (...)
