Thanks to Michael Barrett Andersen for helping me find the answer: the latest firmware is version 0328, and is available as part of the Mindstorms 2.5 SDK, which is downloadable freely from Lego. (20 years ago, 12-Mar-06, to lugnet.robotics)

The Wikipedia article about Lego Mindstorms ((URL) is really paltry on the details. There's nothing in there about Spybotics, or Cybermaster, or Micro Scout, or the improvements in the RCX firmware releases, or how the RCX can control the Scout, or (...) What's the latest version of the standard RCX firmware (for use with NQC)? And how do I obtain it? I purchased the original RIS 1.0 and then the 1.5 upgrade.
