It depends on whether you are going to play it as an adventure/role-playing
game, or a fleet battle game. For the former, starting with one-gun "cutters"
(see previous suggestions) is probably the best way to go. Real pirates usually
had smaller ships with large crews that depended on boarding against thinly
crewed merchant ships and not gun battles. You take some larger ship, get a
reputation, attract more crew-members, and even acquire fleets naturally (and
finally annoy the navy enough to send out a pirate hunter).
For a fleet battle or other one-off set piece battle, it doesn't really matter
beyond what is appropriate for the scenario. For a harbor raid, one large boat
for fire support and a bunch of small cutters to make landings is perfect and
quite historical. Sea battles can be anything you want - swarms of small
against a large ship, equal sized ship against ship, whatever you like. As
already mentioned, the Orient Adventures mini-junk is an excellent little ship
to start a fleet of small "cutters" with - just replace the crossbows on the bow
with a cannon.
